In the Army, it's E4 (Specialist). Prior service personnel, or persons with a four year college degree are able to enlist with this rank/grade. However, once you report to your unit, you still may be made subordinate to a lower ranking person who has put their time in.

With one or two years of JROTC, you can go in as a Private-2 (PV2/E2). With three or more years of JROTC, or if you were an Eagle Scout, you can go in as a Private First Class (PFC/E3).

This does not mean that you'll be promoted to the next pay grade faster than your peers, however, and you're most likely to see that, if you went in as a Private First Class, for example, the people who went in as basic Private (E1) will be promoted to Specialist just as quickly as you are.
