It depends on what the non-professionals do. Many countries (not just Uganda) have radio and TV stations that employ interns, volunteers, clerical staff and others, in addition to the professional journalists. In fact, non-professionals often do valuable work in providing assistance to the journalists. But of course, journalists are supposed to be trained and educated in the profession, and allowing someone who is inexperienced or unfamiliar with fact-checking or interviewing could result in inaccurate information being broadcast.
But it is rare for media outlets to put totally inexperienced and untrained people into the middle of a major news story; generally, such people work Behind the Scenes and have specific guidelines for what they can and cannot do. It should also be noted that sometimes, a non-professional will fall in love with journalism and decide to get the training to formally enter this occupation.
