I found this information on a UK air gun page (see below): Generally the ideal power level is just over 11 ft lb (15J). For an air rifle that is more powerful than 12 ft lb, (16.25J) you must have a firearm certificate.

It looks to me like under 12ft pounds is the limit. I've been told it 495 FPS (feet per second) is the max. Anything over that requires a special license.

Yes, provided you fulfil the age restriction for owning one. As air weapons are not regulated in England (They are in Scotland) there is no record kept of who manufactures, sells or owns one. So making one is of no concern either.

The power limit is set at 12 ft. lbs. For air rifles and 6 ft. lbs. For air pistols. But I suggest you read the attached link Below for a complete answer.
there is a power limit of 12 foot pounds most of them put out just under the limit you have to find one what fits your body they are all different sizes and weights pick the one you feel comfortable with
