Post offices throughout the world love stamp collectors. Every stamp they sell to a collector is almost pure profit. The often create special packages of stamps with information on the issue and additional art work to entice collectors to buy more of them.
It is referred to as postally used. Some collectors prefer used versions to mint ones.
