They can be deceased persons, or translated or resurrected beings. They can be spirits awaiting their turn to be born on earth. Their home is with God, they administer to His commands.
As a point of interest they do not have wings, for they are able to travel from their home to this earth or anywhere in the universe in some manner in which we do not as yet understand.
