You right click on the icon and click add shortcut........
OR
you go to menu and drag a program on to your desktop then do that again and there should be a shortcut
On the start, at the bottom left corner of your computer screen their are a list of icons that are listed you can; right click each icon, and send each one to your desktop or start bar at the bottom of your screen. In addotion when you download a program it offers you to add a shortcut to you desktop or to your start bar.
