Mentally challenged, learning disabled, developmentally delayed, special needs, learning delayed,...or simply disabled. Retarded and slow are demeaning.
Developmentally delayed is not a disability, but is a result of a disability. For example an autistic child can be intelectually developmentally disabled or a child with spina bifida can be physically developmentally delayed
While this question may be intended as a joke, it is sad to note that in the 1700s and 1800s, some people did get arrested because of their disability. Back then, there was fear of mentally retarded people, and a total lack of understanding about what causes this condition; undoubtedly, some mentally retarded or mentally ill people were arrested simply because they looked and acted so different. Today, it is rare for a mentally retarded person to be arrested as a result of prejudice. People in law enforcement are more familiar with the symptoms and behaviors one might see in a person who is developmentally delayed in some way. And if a person with retardation is arrested today, it is for suspicion of breaking the law, rather than because of a fear of that person's disability.
It appears that way.
No. It's not necessary.
The Michigan probate court sees two basic types of cases, probate and limited juvenille cases. Probate cases would be wills, estates, conservatorships, protection of mentally ill and developmentally delayed.
Since mental retardation is a disability from which some people suffer, the word in question has an unpleasant emotional association for some people. In any event, it is a metaphorical usage if you want to criticise an aspect of a game, which cannot literally be developmentally delayed. A more direct approach is probably better.
If someone is incapacitated, it means that they are disabled or being held back in some way. Mentally incapacitated, therefore, means that someone can't think properly or there is something wrong with their way of thinking. This can be used as an informal term (for example, someone who is multitasking and stressed may say they are mentally incapacitated), to mean that someone is mentally ill or developmentally delayed, or as an insult to mean someone is unintelligent.
Often Offensive. Affected with mental retardation.Occurring or developing later than desired or expected; delayed.
Autistic children do speak - some Autistic children are non-verbal, but then some allistic children are mute. In Autistic children, provided there is no secondary issue that prevents them from speaking, it can simply be because their brain doesn't know how to communicate verbally.
An IQ of less than 70 is considered mentally challenge. IQ plays a big part in being considered mentally challenged. But you also and/or need to show signs of slower or delayed developmental traits as well.
Fruit is normally ripened artificially using ethylene. Ripening can be retarded or delayed by replacing the air surrounding fruit with carbon dioxide
