It is on the harmonic balancer. It will have numbers from -10 to 0 then up to 40(?). Two bolts attached to the block hold a pointer to the numbers on the harmonic balancer.
Also this engine has a plug with a black end called the spout it is usually close to the distributor this has to be unplugged to set the timing correctly.This being unplugged puts the engine at base timing.

get at it from the bottom get a white marker and mark the timing spot then go up top and you should be able to see it
The 1996 Ford 5.0 liter engine timing marks can be found on the main pulley. The timing marks will be scattered around the outside of the pulley.
The top timing mark is a notch on the head. It lines up with an arrow on one of the O's cut out in the timing gear. The bottom timing mark is on the crankshaft gear and it lines up with a mark on the oil pump housing.
The camshaft gear has a notch on one of the open holes in the sprocket. You line this up with the mark on the head. The lower crank srocket is lined up with the mark on the oil pump. If you aren't experienced I would suggest you hire someone to replace your timing belt.
