A 1989 Chevrolet Caprice had low gearing, and an overdrive that would put the cars RPM at highway speeds very low. This being said I believe with enough time and a good drivetrain, a top speed of 140-150 mph is possible. Make sure for god sake that the road is straight, not the best handling vehicle.
