There are three varieties of this stamp.
The coil (which has straight edges top and bottom) is the most common and catalogs
for $3.75 in very fine mint condition. The other two which have no straight edges , but differ in the number of perforations list mint for $18 or $20. Used ones from 35 to 65 cents. You can probably buy one for 60 to 80% of retail.

In 1989 the United States Postal Service issued a 20 page baseball Scrapbook and Stamp Album with actual USPS stamps depicting Babe Ruth, Lou Gehrig, Jackie Robinson and Roberto Clemente. The set also included baseball cards. The set complete, and sealed in original wrapping is worth about $10. -$15.

That will depend a great deal on which 15 cent stamp it is. There have been stamps issued for many decades with that value. Consult a catalog and identify the specific stamp. It will also help you find the value.
Semi-postal stamps are those sold at more than their postal value, with the additional money going to the specified charity. The U.S. Postal Service has issued three semi-postal stamps and all of them are still valid as postage.
