The zone of saturation is that part of the soil or rock mass below earth's surface that is below the ground water table. In the zone of saturation, the pore spaces of the soil or rock are 100 % saturated with water (there are exceptions to this but in this case the simplification aids understanding). As the water fills all the pores (and assuming the pores of the matreial are interconnected) then the pemeability of the soil to water is at a maximum.

Above this zone is the unsaturated / partially saturated zone (these terms have replaced the term zone of aeration). In this region the pore spaces are filled with a mixture of air and water. This acts to reduce the permeability of the soil to water and also due to surface tension forces in water and the resultant capillary actions leads to the pore water being in tension (pore water pressures are negative). This acts to increase the shear strength of the soil in this region.
