its also named as potential Transformers...it is one type of instrument transformers used to measure high range voltages using low range volt meters. basically it is used to extend the range of meters.

An AC voltage can be stepped down (not up) by placing two capacitors in series across the supply and taking the output from across one of them. This is only done for small amounts of power.
