There are two ways you can go about getting skills in photography. You can get an associate degree at a community college or a Bachelor's degree from a university. From what I hear, you don't really need a degree at all. You can start out at one of those ameteur photography studios and learn the skills that way. Lots of people are free lance photographers, but you would have to provide your own cameras, film, etc. A good way to get some experience is to volenteer your services at your friend's or families weddings or parties.
