Having Mandarin Chinese and Tamil as official languages is to allow the Chinese and Indians to feel as if they have a place in Singapore, not as if they are being excluded. This is important as Chinese make up around 70% of the population and their dissatisfaction will greatly affect the nation.

i'd say English. non-Chinese people might not be able to speak in mandarin or other Chinese dialects, non-Indians might not speak Tamil or Hindi or other Indian dialects, non-malays might not be able to speak Malay since it's not compulsory for students to study the 'original' language of the island but practically everyone knows how to speak English to cross the cultural divide
The main language would be English with only a handful, mostly the older generation, that don't speak it. so if you can speak English, there should be no problem.
