The Declaration of Independence was written to declare independence from a mother country and start another, completely separate, country. The Declaration of the Rights of Man and Citizen was actually more like the Bill of Rights in that it lists the rights of the common citizen and what the government cannot or should not do. It tells that the French want a new form of government. They are not breaking away from their country, they are breaking away from their king and old form of government.
The Declaration of Independence told the world that they were a free country. It told Britain that they were no longer under the King of Britain and that they no longer had to follow the British laws.

Yes, the words declaration of independence alone are a noun, I believe. However, if one were to say "The United States Declaration of Independence," it would become a proper noun and therefore capitalized. I realize that to America, our Declaration of Independence is the only document of its kind and therefore is considered only a proper noun, but to other countries, it is not the same. It is a regular noun. When speaking of our document, they refer to it as the American Declaration of Independence.
