Did congress ever declare war on Iraq and if not is it true that we are not in a war?

No. There are 5 wars in which the United States formally declared war against a foreign nation, namely, the War of 1812, the Mexican-American War, the Spanish-American War, World War I, and World War II. Using this strict definition of a declaration of war, the United States has not formally declared war with Iraq. However, the Iraq Resolution or the Iraq War Resolution (formally the Authorization for Use of Military Force Against Iraq Resolution of 2002 [1], Pub.L. 107-243, 116 Stat. 1498, enacted October 16, 2002, H.J.Res. 114) is a joint resolution (i.e., a law) passed by the United States Congress in October 2002 as Public Law No: 107-243, authorizing the Iraq War. ---- Congress hasn't used a formal declaration of war since ww2 but that doesn't mean its not a war. Congress doesn't have to have a declaration of war.The constitution says that "congress has the power to declare war".Nothing else specific So they can declare war in whatever fashion they want.It doesn't have to be named declaration of war. They voted to authorize the Iraq war.So you can go to war. ---- In the U.S. Constitution, Article I, Section 8, Congress should have the power "To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water." Now the War Powers Resolution of 1973 puts a limit on the ability of the U.S. President to send troops into foreign country and making the President notify Congress within 60 days, however, he can extend it to 90 days. But logically speaking, the president can start a war by sending in troops to a foreign land, like into Vietnam. It's not technically the "Vietnam War" but a Vietnam conflict, which is absurd. Since Congress did not specifically declare war and he authorize funding of the war, is it then reasonable to say that the "Iraq War" unconstitutional?

How does the war powers act of 1973 limit the president?

The War Powers Act gave the President some control over sending troops into battle. The President did not have any power to begin a conflict before this act; only Congress can declare war, but with the passage of this act, he is now allowed to send limited troops for a limited time. Congress shared a piece of their power with the President.
