Things you should be concerned with are as follows.
- accreditation ( the college or university should have a regional accreditation. Accept nothing less).
- location
- campus environment( should be well maintained, safe, easy access to all buildings and offices)
- programs of study (majors)
- entrance requirements
- cost (tuition and fees, books, housing if need, estimated personal expense)
- financial aid availability
- student services (to include counseling, career advisement, placement, etc)
- academic learning center (tutoring should be free)
- library
- computer labs and access
- classroom size
- student to professor ratio
- student activities
- retention (out of the students who are admitted, what percentage actually graduate)

For me, I think the biggest question is are you accredited and what percentage of graduates go on to achieve full time work? And in what salary structure? This will give you and idea of how your education may payoff for the investment long term
