Anyone can be a singer, but it takes years to master the art. The capability is there from the time you're born, but it takes proper coaching to establish safe, solid fundamental technique to turn a "singer" into a "professional" or "star."
I may be biased, but it is my opinion that classical foundations are the safest singing methods you could develop. Once you have a classical foundation - focused, core breath support; a center of resonance; open vowels; dipthongs (a sound with more than one vowel sound); and diction - you can sing whatever you want. I am paid to sing Opera; I spend my free time singing jazz, rock, and pop, and I haven't had any problems yet.
As for time, it depends on when you start. I have fifteen years of training and practice, but some of my partners are thirty and older and still getting training. The more training you have, even once you reach that point of excellence, the better off you will be. Remember one thing, if you go after a singing career: The moment when you know "everything" is the moment you stop being a singer.

One would have to produce a birth certificate which provides qulifications for Native American minority college grants. Depending on the grant the percentage of Indian blood required may differ.

A bachelor's degree is not required for admission to ICE training, but the benefits of a college education, including communication skills and language or criminal justice knowledge will be important.
