The overwhelming issue in Pierce's day was slavery which was a racial issue because the slaves were black . The issue existed long before Pierce was president, but he tried to prevent it from tearing the country apart. When the United States was formed states in the South were dependent on slave labor and states in the north had mostly outlawed the practice so the conflict was already there, but the clauses were added to the Constitution was added to guarantee the right for a state to allow slavery. But the conflict arose again as new states were added .
