Call first of course, but send them by certified mail, a copy of your payoff info and request they correct their records and acknowlege doing so by sending an Amended 1099C, (it may actually have a form number like 1099C-AMD). They aren't going to like doing so, because making amended filings for them is always a time consuming and expensive process, but they would have to. If they respond with any reasons they believe the 1099C you received is required, you can deal with that. If they don't respond or send the amended, the documentation you have should become part of your tax records and would appear to be sufficent to show your acting properly in not reporting the income.

Charge offs' are when a creditor writes off a debt as a loss which usually take place 180 days after the initial missed payment or delinquency. Being as though the debt is still owed, the original creditor sells your debt for pennies on the dollar to a collection agency who tries to enforce collection of that debt which they now own or have been assigned. So to answer your question it can be paid anytime but, after the debt has been charged off you can now negotiate for a settlement of of lessor value than it originally was.
Don't let a collection agency push you around. As a consumer you have many rights. The best places for anyone to exercise their rights are in small claims courts. For less than $100 you can bring a collection agency to their knees.

Understanding something, even if it is anything, is better than understanding nothing. It is always more beneficial to have some level of understanding or knowledge than to have none at all.
