It is propabely no good now but u can try this
1- Remove the Spark Plug. 2- Pour Oil Into the Plug Hole. 3- Turn the Engine Back and Forth Using the Blade and see if it Loosens Up. If it Does, then Turn the Engine a Few Times with the Starter while the Plug is Still Out and then Replace the Plug and Try to Start it.
No... it was ran low on oil & siezed up. junk mower now.

If its a push lawn mower. It has no oil release. The mower burns the oil. All you do is replace the oil when it gets low.
