Democracy. Constitutionally Nepal enjoys democratic republic but presently Nepal is run by a caretaker government led by Prime Minister Dr. Baburam Bhattarai. The head of the state is the president Dr. Ram Baran Yadav. At the general election for constitution assembly held in April 2008, Unified Nepal Communist Party (Maoist) won with a majority and led the government. Because of bitter controversies in the formation of federal states, the Constitution Assembly was not able to make any Constitution even after four years. In June 2012, the supreme court made a verdict of not continuing the Constitution Assembly anymore and since then Nepal is lingering in a state of lack of popular representation. The then prime minister Dr. Bhattarai has no base of popular support since that time, but he has been running the government as a transition to make a new fresh election for constitution assembly. No consensus among the political parties is obtained yet, hence the country is suffering the condition of political stalemate. However, people of Nepal are enjoying human rights, freedom of expression and all other basic rights of individual freedom if one is not asking about complete perfection in their implementation.
