A lot of Dominican people live in the country side. I heard that many of them do not have electricity or indoor Plumbing. I had the chance to see an apartment in downtown Puerto Plata. The apartment I saw was a small room that fit a double bed, a tiny table with a TV (no cable, it is to watch movies and listen to music). There was also an indentation in the wall that serves as a shower. There was a pipe sticking out of the wall with a little faucet on top of it (it is not possible to adjust water temperature) and beside that there was a toilet. There was no kitchen. I have heard that there are other types of apartments as well that are considerably pricier than the one I saw (which was about 40.00 a month) that are closer to out north American apartments but much smaller (at about 160.00 a month).
