He put an end to the civil wars, establishing a durable settlement lasting for two centuries, based on careful selection of powers rather than holding official offices in order to avoid the accusations of tyranny and kingship which had brought his adpotive father Julius Caesar down.

He had himself given the lifetime powers of a tribune of the plebs, which allowed him to introduce and veto legislation in the Senate and gave him personal immunity within the city; he took on the life powers of pro-magistrate which gave him power and immunity outside the city; and he took responsibility for the frontier provinces which had the legions, which prevented ambitious generals from gaining control of the state.

He also put limits on the empire, establishing defensible frontiers and augmented this with diplomacy.
