C. Even if Rosecrans cleared eastern Tennessee, it would not in the opinion of Civil War experts produce any substantial results.

It was General McClellan's plans to end the rebellion, that although Scott found flawed, provided him the inspiration to develop his own large scale plan, the well known Anaconda Plan. It was clear from the beginning of the US Civil War, that the Union needed to use an offensive strategy to end the Southern rebellion. What came into doubt during the war was what type of offensive strategy would be the best approach. The Union had to adjust its war plans during the course of the rebellion due to Confederate actions and Northern politicians who tried to influence US President Lincoln on the best ways to conduct the war.
