Theodore Roosevelt was the president who called the office of President (the position, that is, not the Oval Office room specifically) of President a "bully pulpit".

Lots of Presidents have "used it effectively" (Lincoln, FDR, and JFK definitely used their Presidencies to promote their own ideals, for example), but it was Theodore Roosevelt who came up with the term.
