A compact (or pact) is an agreement. So in the compact theory of federalism, a federal union is created as an agreement between the various states which compose it. In later phases of federalism, the agreement of the constituent states is taken for granted; they no longer have a choice on the matter.

What was the role of the compact theory of government in the Civil War?

The compact theory was a theory of federalism that sees the Constitution as an agreement among the states. At the time, the compact theory became the foundation for states' rights arguments. More so, it helped to divide the North and the South even further at this time. Source: Bowman/Kearney "State and Local Government." 7th edition. Boston: Houghton Mifflin Company, 2008 . Print.
