Actually he didn't ignore it he uses it Hitler came to power quite legally using the regular elections the constitution meant even very small political factions, like the Nazis, had a say in government. Using this toe hold in government Hitler set about increasing his votes till he had enough to became Chancellor. After this he used the power to rule by decree because he didn't have a majority in the Reichstag. Hitler wasn't the first to rule by decree so it won't have seemed weird for him to have such powers. After the President of Germany died Hitler succeeded him and became the Fuhrer (leader in German).

It's a long and somewhat complicated question. So here goes...To start, we need a little background info. Germany's government works kind of like the British government (and not at all like the US government). The President is the head of state- he gets elected, and has a lot of power like the Kaiser used to have, but generally does not use it, nor does he run the government. There is also a legislature; the lower house, which does most of the work, is called the Reichstag. The political party that has the most members ("seats") in the Reichstag gets to choose who is the Chancellor and the Cabinet. If no party has more than 50% of the seats, they can form a coalition with other parties, and then share the cabinet positions. If that doesn't work, the President can simply appoint someone to be the Chancellor.In January 1933, there was no majority party. Adolf Hitler's Nazi Party had the most seats- a little over 30%. The previous Chancellor was unable to get the Reichstag to pass laws, so he had to resort to constantly asking the President to use emergency decrees to get anything done.Some powerful politicians and businessmen asked the President to appoint Hitler to be Chancellor. They said that they believed he would be an independent who could make deals and get things done without having to use the President's decrees anymore. In reality, they thought Hitler was an idiot who they could manipulate. Hitler had also made promises to help the businessmen once he was in power, so they supported him. The President didn't like Hitler, but reluctantly appointed him anyway.Once in power, Hitler wasn't able to immediately do much. First off, they didn't really have much choice. Hitler took advantage of the Weimar government's system to get himself put in power. His Nazi party did not hold enough seats in the Reichstag to claim the Chancellorship on its own; so he made allies with other right-wing parties in order to convince the President to appoint him Chancellor. Once in power, an election was scheduled, but a few days before it, the Reichstag building was set on fire. Communists were blamed, and President Hindenburg issued the "Reichstag Fire Decree", which allowed Hitler's government to ignore the German constitution and do almost anything they wanted in order to arrest communists. The Nazis benefited from the mass arrests and public hysteria, and their alliance of right-wing parties won a small majority of seats in the Reichstag. Less than 3 weeks after the election, the Hitler's alliance in the Reichstag passed the "Enabling Act". This single law basically turned all government power over to Hitler. Hitler banned leftist political parties like the SPD, and eventually even the other parties he allied with in his rise to power. This was all part of a process known as "Gleichschaltung" (which basically means "synchronization") where everything in German government and even society was changed to fit the Nazi view of things. Hitler was made Chancellor on January 30th, 1933, and it only took 52 days for the Nazis to take complete power with the Enabling Act. They wasted no time and made it clear that they would tolerate no opposition- the Nazi Party even had its own private army, the "Sturmabteilung" or "SA", that would attack political opponents out in the streets. Gleichschaltung was completely finished a little over a year later when Hitler had many potential rivals in the Nazi Party murdered and disbanded the SA, and then merged the President's powers with the Chancellor's, creating the new position of "Führer" ("leader"). Secondly, the German people were willing to accept Nazi rule because once in power, things seemed to go well for Germany. The economy got better, people had jobs, the humiliating Versailles Treaty was torn up, and Germany seemed strong again. So between the Nazis not allowing any dissent, and the general improvement of things in Germany after the Nazi takeover, the German people really didn't have much choice but to go along with the Nazis.
