It followed the creation of the period of rule by emperors by Augustus, who emerged as the final victor of the civil wars which tore the Roman Republic apart. Augustus created a strong central government which was capable of keeping the governors of the Roman provinces under control. He also promoted the development of thriving trading networks throughout the empire and beyond with low taxation and the construction of infrastructure (roads, bridges, ports, aqueducts and irrigation and communication canals.
