During Churchill's political/military career, he made several decisions one might perhaps describe as failures.
During the First World War, Churchill was the chief proponent of the invasion of Turkey now known as the Gallipoli campaign. The idea was to create a southern link to England and France's eastern ally, Russia and provide the struggling Russian with materiel assistance. It, of course was a total failure. A skillful and determined enemy, costing the lives of many young ANZAC, British repelled the invasion and French soldiers. Perhaps not solely responsible for the tactical defeat on the ground, the campaign was never the less, his baby.
During the Second World War too, Churchill was responsible (at least in part) for the decision to occupy Norway. The invasion of Norway (or perhaps "military occupation" is a better term) was challenged and defeated by Nazi Germany. Perhaps the main reason for this failure was the defeat of British navel surface power by German air power.
Just like Gallipoli, it could be said of Norway "a nice idea but it didn't work".
Churchill was also a proponent the invasion of Italy. Hoping to reach the German Reich though the southern route, through "Europe's soft underbelly" as he said. Well, thanks to the German Army under Albert Kesselring and the natural defensive terrain, Italy turned out to be, as American soldiers fighting there, a "tough old gut".
Despite all this he was one of the great leaders of the 20th century and certainly one of histories great orators.

Winston churchill as a respect historical figure and political figurehead failed only a few times in his places of power. Mainly the battle of Gallipoli in the ANZAC campaighn in 1915. Underestimating the oppostion and their capability lead to huge ammount of deaths on the allied sides.
