If a tourniquet is at high enough pressure and left on long enough, the tissues distal to the tourniquet may develop ischemia and gangrene, resulting in loss of those tissues.
If a tourniquet is left on too long and has been applied tight enough to occlude blood flow the tissue of the limb past the application site will have no supply of vital nutrients and oxygen and will eventually die. This can result in loss of the effected limb. The good news is recent research suggests that during the typical limited time they are usually left on is not long enough to frequently cause loss of limb.
A tourniquet cuts off blood supply to that area. If it stays on to long you could kill that part of the body. For example if you tie one at the thigh, then from the thigh down may have to be amputated.

According to CLSI the tourniquet should not be left on for more than a minute. If a suitable vein has not been found, remove the tourniquet, leave it off for two minutes, then reapply the tourniquet to look for suitable veins and/or perform the venipuncture.

If it's not your body doing it, then having a tourniquet left on too long during a blood draw or clentching and unclentching of your fists during a draw raises K+ levels. Also if the technician breaks the blood cells during processing, that will give a falsely elevated result.
If the water is left outside in an open container it eventually will evaporate. If left outside during cold weather it could freeze.
