You probaly have the air conditioning drain obstructed ( clogged) and the water / condensation generated by it is draining in your flloor ).
Just go unfder the car , locate the drain pipe and intruduce a wire or something similar to unclogg it.

Several thins can cause the 98 Avalon window to not go up. The switch could be bad, the motor relay could be bad, or the motor itself can be defective.

There is a child safety device in the area of the door where the latch is located. It can be turned to keep kids from opening the doors from the inside.
try using a higher grade of gasolineif that dosent work takeit in to have your timing checked.

The lock cylinder is most likely bad. Otherwise if you're trying to remove the key from the car make sure it is fully in park.
A bad wheel bearing
The most common cause for a squeaking noise when turning the steering wheel on any vehicle, including a 2001 Toyota Avalon, is the belt that runs the power steering pump. If the belt is fairly new, a small drop of any dish soap on the belt while the car is running will clear up the noise. If the belt is worn, it needs to be replaced.
Check the switches, both the one on the passenger side AND the one on the drivers side. If EITHER has failed or has somehow become disconnected, the window will not work.
AC Compressor
worn seals on the power steering rack and pinion. In my case it was worse on the drivers side. Going rate for local mechanics to change is around $600+. For the DIY type its about $200 for rack, fluid, hoses (if needed), and tools (nothing special required). Oh yeah and about a full day to take off/put on. Then a front end alignment.
