If I remember right, paid advertising didn't start until 1997 or so. Prior to that, people would create banners for their own website (remember web rings?), but I think that was the extent of it.
Back then most businesses were not on the web. It was usually only large companies that may have had a web presence. It was more the domain of educational material, warez and game sites, and fan sites (fans of movies, celebrities, etc).
Having music/sound effects on your webpage also did not start until around 1997.
