All meteorological charts are at a particular Greenwich Mean Time because that's when the obervations to draw the charts are performed, generally three-hourly from 00z (GMT) 03. 06 etc. It's too confusing to be drawing charts from observations at local time as that varies so much across and within countries. Also, numerical (computer) charts also need input of observations done at the same time (usually 00 and 12z), and they need to be in in reasonable time for the "run" to be made on the supercomputer as there is limited scope for adding data later.
