When you say "X has been to Italy." you mean that X went to Italy and came back, that is, X is not in Italy now. However, when you say that "X has gone to Italy." you mean that X went to Italy and is still there.

The verbs 'have been' should be used in case of all first, second person nouns and in case of third person plural nouns. The verbs 'has been' should be used only in case of third person singular nouns such as 'he', 'she' and 'it'.

"To have been" is part of the perfect system of the verb "to be." In this context, "have " is an auxiliary and "been" is the past participle. "To have being" means "to exist," and in this context "have" is the main verb and "being" is a noun.

been is the past participle of am / is / are (be verb). Been is not used by itself it is used with an auxiliary verb such have or has.

I have been to the cinema. She has been to the lake. The doctor has been sick.

Or it is used in a passive verb phrase such as have / has been asked

They have been asked twice now to go away. My uncle has been told to stop smoking.

Has is used with he/she/it or singular noun subjects, such as the doctor, my uncle (above)

Has been is used with third person singular subjects - he has been, she has been, it has been, the doctor has been

Have been is used with all other subjects - I have been, you have been, we have been, they have been, the doctors have been

It is present perfect tense and is used to talk about something that happened in the past but has some importance now ( in the present )

'Has been' is singular and 'have been' is plural.

For example, 'The man (singular) has been well' and 'The men (plural) have been well'.

Take note that some words describe a group of things while being singular themselves. These include '-one's such as 'everyone', 'no-one' etc. They are singular so proper usage would be, 'Everyone has been well'
