To slow traffic down, or if there is construction, they are used to warn people that there is construction ahead.
It depends on what you mean by slowing down....and how steep the hill is. It's a 5400 lb vehicle running with a 4.6 or 5.4 liter engine.

The engine size should not matter when going down a hill, as long as you dont put it in too low of a gear and over rev your engine.
This is a vacuum issue, as your demand on the engine increases (power to climb the hill) so does the vacuum created by the engine by increased acceleration...this causes the vacuum operated controls in the airbox to switch position.
To roll start a dirtbike you need to be in nutural the start drifting down a hill and switch it into 1st gear, the engine will eventually kick on and you will need to give it gas. It requires some pretty good timing though. Hope that helps :)

is the engine oil low? maybe its flowing to the back of the sump and away from the pick up when you go up the steep hill.
