There are two reasons to drain your air tanks. First is to drain any water out of the tank so that valves do not not rust up internally and fail as well as giving you more air capacity. The other reason is a preferred safety reason so that your parking brakes are sure to engage. When air is completely released from your brake chambers the internal spring expands and engages your parking brake, draining the tank ensures that the air is absent from the brake chambers

It's situation dependent. Climate, condition, the condition of your air dryer canister, etc. all play into it. Me, I'll do it once a week, regardless, even if I don't necessarily need to. In the Winter months, when moisture in the tanks is prone to freezing, you'll want to do it more often than in the Summer months.

How do you drain the air tanks on a commercial Volvo trash truck?

Under the door on the left side of the vehicle (I don't say "driver side" because Volvo does offer RHD models for parts of the world where that's the norm, and I don't know where you're posting from) is where the air tanks should be. The supply (wet) tank has a pull cord attached to it. Pull on it, and it'll drain the air out.

On a lot of the VHD and VNL series (and it should be the same on the NH/FH/FM series, there's three air tanks under the door on the left side of the vehicle.. the first one should have a cable you can pull to drain the primary (wet) tank.

Should you release air out of air tanks on trucks when its cold?

Yes Where I work if the tanks aren't drained before you go home you will be punished. Water can build up in the tanks, especially in cold weather and valves will freeze and everything grinds to a halt.

How often should you drain air tanks on a semitruck?

I have been taught to drain the tanks at the end of every day so as to help prevent water and or oil from compressor getting into the complex valves that trucks rely on these days. Oil mixed with the condensation becomes a thick sludge and can gum valves completely over time or slow the normal operation of the valves down. Gear changes or brake systems rely on good efficient operation of many air valves specially late model trucks.

If two identical tanks are being drained at the same time and one tank has one two centimeter drain and one tank has two one centimeter drains will one tank drain faster than the other?

Yes the larger hole will drain faster but only if the vent hole in the the top of the tank is large enough to supply the air that was once displaced by the water on both tanks.

Where can you purchase ballast tanks?

Ballast tanks aren't necessarily a specific item - they're designed specifically for the vessel involved, and custom built. Main Ballast Tanks are nothing more than open air spaces between the outer hull and inner hull of a submarine; they're normally full of air on the surface, and a hydraulically actuated valve (which can be manually operated as well if needed) opens to release the air through a vent at the top of the tank, letting water in through open grates in the bottom of the space. Variable Ballast Tanks (Trim Ballast Tanks) are simply water tanks of custom design and manufacture for each individual boat. They're tied to pumps that can rapidly fill or drain each tank as needed for increasing ballast, or leveling the boat. Anything that holds water and can be connected to a pump which can fill and drain it can be used as a ballast tank.
