If your rifle is a JC Higgins bolt action, it is likely to be a Marlin Model 81. The Marlin 81 was made for several years, from about 1937 to 1965, in a couple of different forms. Most do not have serial numbers (not required until the 1968 Gun Control Act) so can be very hard to date other than that very broad range.
The year that the model 70 .222 cal Winchester rifle was made was in the year of 1936. However, this model continued to be made up until 2006.

It is a slide action rifle with an octagonal barrel made from 1890 to 1932. If it is marked as Model 90, not Model 1890, it was made after about 1915.
