Fusible links are the small red wires that are connected to the starter. These wires have a heavy plastic insulation cover, and are designed to burn out inside upon failure. You will usually see a white or black plastic 2" cylindric section within a foot of the starter, along these wires.
Main fuse block located on left hand side (drivers) behind trim panel at your knee's / feet and another (relay's and fuses) behind instrument panel on passenger side. Fusible links are located on firewall between a/c evaporator and blower motor on junction block.

The 1989 Chevrolet Cavalier fuse panel can be found beneath the drivers side dashboard. The fuse panel will be located at the far left of the dashboard.
I think that ir's located on the backside of the motor, under the manifold. Follow the plug wires. They will run right to it.
The 1989 Chevy Cavalier could be either a 2.0L 4-cylinder or a 2.8L V-6.
