Just checking did you make sure your instrument cluster / dashboard dimmer switch was not on the always stay on position ?
AnswerThere are 2 fuse boxes / fuse panels in nearly every Ford product: one directly above the driver's left foot (when the driver is actually sitting in the driver's seat). The other is inside the engine compartment, on the right side - contains high current fuses.

Check your fuses, if its not a fuse go to the dealer and see if they are nice enough to print you a wiring diagram and a ground location diagram, and find out what ground came loose.

Not exactly sure on the Windstar, but recently had the same question for a Contour: try pulling on the lightswitch. Note: the fog lights on the Contour can only be turned on when the headlights are on.
It sounds as if there is a problem with the rear electronics module in the Ford Windstar. This controls the front and rear lights and it is located in the back in the cubby with the jack.
