George Washington served two (2) terms as US President, but was never inaugurated in Washington, DC. He was sworn in for his first term at Federal Hall in New York City on 30 April 1789. Washington DC did not officially become the US Capital until 1801, when President Thomas Jefferson was the first to be inaugurated there.

Washington was sworn into office by Robert Livingston, who was then the Chancellor of the State of New York.
