The idea is essentially compulsion/arbitration versus choice. The whole idea would go over better in top-down power structures rather than any that have any pretense of equality or democracy. Owing to certain oversights in out laws, there is nothing ( due to the popular idea of freedom of religion) in our well, jurisprudence, that specifically either condemns or condones the practice, it is essentially hands-off. The idea of reducing Love to some institutionalized thing akin to an auto production line- is repulsive to most people. At some time in the past, mass-arranged ( pre-fabricated one is tempted) multiple marriages existed in Fascist Italy, which apparently satisfied the norms of the church law. This is clearly no longer done. The theory is expanding the cast would minimize the individual couples" role, and raise a theatrical atmosphere with the urgency of an auto production line. Not a good idea.
It hasn't. There are still countries who have arranged marriages.

Most are very much against arranged marriages, at least in the Western world.
The Hebrews were very into arranged marriage but I don't know of any MODERN religions that are into arranged marriages. They silly if you ask me...
Arranged marriages leave no scope for interfaith marriages so that means a particular religion propagates through progeny and the numbers are maintained
