You go to your local police station and report it. There is little chance of any charges being filed if the statute of limitations is up on it, but it should still be investigated and you may prevent someone else from being done the same way as you were.

Being licensed (in most US jurisdictions) they would be required to report such suspected abuse to the authorities - especially if the person being abused was a minor.

You shouldn't run away. You need to go to social services and the police and report the abuse. You can tell them how you don't want to be back into foster care, or that your main concern is being separated. The number one thing is to make sure someone knows that you are being abused. No one deserves that. It's a scary thing to come out and say to the police, but if you are being sexually abused, your parents will be held accountable for what they are doing to you.
