My hunch, would be in the gas tank. I had a 1993, Toyota Celica and it was located in the gas tank. On mine, I took out the back seat and in about the middle of the space, there was a cover/panel with about 6 screws holding it down; take off panel and you will see the fuel pump cover plate with about 6 more screws holding it to the gas tank...Please be careful...make no sparks...gasoline is HIGHLY flammable...be sure to take disconnect the battery connection BEFORE working on the fuel system.

Right under the intake on the passenger side of the engine, near the firewall but still on the motor.

The fuel pump on a 92 Toyota Celica GT is located inside the fuel tank. It pulls fuel from inside the tank and pumps it along the frame to the engine.
I have a 1985 celica GT and the fuel filter is located above the oil filter on the engine block. If the ST model has a 22re engine it should be the same.
IT IS LOCATED IN THE GAS TANK. THE TANK HAS TO BE DROPPED TO CHANGE IT.
The fuel filter for 2002 and all 7th Generation Celicas(2000 thru 2005) is located inside the fuel tank
THERE IS NO FUEL CUT OFF SWITCH ON YOUR CELICA
The fuel filter is located on the drivers side under but close to the air filter and the brake master cylinder.
Its located on the drivers side engine panel toward the bottom its very difficult to get to.
