The horn is right in front of the radiator, on the passenger side on the 2000 Miata. You can see the bracket holding the horn, just to the left of center next to the hood locking mechanism.
We have a 1995 Miata and the horn stops working from time to time. If you lift the hood, right in front of the radiator, the horn plugs in. I just re plug it when it happens. I hope this is what your miata is doing.
