For what has been told by the actual Artist, Adan Hernandez, the Mural was never actually there but was an actual Framed painting he made specifically for the movie. They just made it seem as if it was there painted on the actual surface.
There is a YouTube video where him and "Cruzito" (Jesse Borrego) appear together. They talk about a Art expose they had and actually brought out the Original Framed painting and received a standing ovation not long ago which would of been nearly 20 years after the movie came out.
