Those darned belts! We've had more questions about them than probably anything else.
It seems that the tensioners change places dependent on which year and which engine you have.
On my '96, it's down and back from the alternator as you're looking into the engine bay from the passenger side.
You can tell the tensioner by it's smooth surface, as opposed to the other pulleys which have some grooves in them. The tensioner will also be attached to a mounting bracket which allows it to be swiveled. This gives you some slack in the belt so you can remove/replace it.
If you look around these posts a bit, you'll find a good deal of info on how to change that belt. One guy/gal can do it, but it's a heck of a lot easier with a friend and a 6 pack ;)

Your water pump should run off of the serpentine belt. there shouldn't be a separate belt for the 4 cylinder. if you change the serpentine belt, there is a belt tentioner in the middle. using a wrench, not a ratchet(the ratchet will not have enough room to fully turn the tentioner), turn all the way to the right, remove the worn belt and replace it with a new one, following the belt diagram on the inside of the passengers side fender.

find tentioner pull counter clockwise. this will relive presure/remove belt. Reinstall
The diagram is under the hood. Pull tentioner to release tention remove belt/ replace
Never use belt dressing on a serpentine belt. Clean the dressing off and recheck the pulleys.
Answerbecause the bolt is striped or you pulley is no bad take it off and get another one
When changing the serpentine belt it is important to have a diagram. The diagram of the serpentine belt of a 2001 Isuzu Rodeo 6-cylinder can be found in its manual or a print out can be obtained at an auto part store.
Open the hood and look. If it has a serpentine belt there is a tensioner.
