If the speedometer/odometer is working, chances are the VSS (Vehicle Speed Sensor) is good.
i heard the speed sensor is connected to the rear right wheel.
The speed sensor for a 1990 Cadillac Deville is located on the side of the transmission. Look for a 2 wire plug with 18 gauge wire.

You wont like it, but it is located in transmission. Transmission has to be lowered or removed to access.
most of the cadillac cateras had a shut off at 126 but with the shut off took off they will run well over 140
