The power window fuse is fuse 45 in the instrument panel fuse box.
The fuse box is concealed behind the auxiliary storage tray located between the Tire Pressure Warning Switch Reset button and the steering column. You can remove the tray by opening it and squeezing the sides.
The relevant pages in the 1999 owners manual are 2, 268 and 269.
I think you will need a special tool to grasp the fuse and remove it.
