US citizenship can be obtained only after a person has been a green card holder for the past 5 years and satisfied the other eligible criteria. If they are getting naturalized, they need to use Form N-400 and N-600 to get the certificate of citizenship through their parents. Both these forms need to be filed in at the USCIS office that has jurisdiction over the area of residence of the applicant.
